About Us
Correctional Healthcare Management is a partnership of a diverse group of nationally recognized correctional healthcare professionals with over three decades of prison and jail healthcare management experience. CHM has direct access to experts in correctional medical and mental health services, nursing, pharmacy, dental care, quality and outcomes management, accreditation, staffing, telemedicine, policy development, and electronic health records systems.
CHM has extensive experience in correctional healthcare monitoring and expert witness services. Our team has a strong understanding of both the National Commission on Correctional Healthcare and the American Correctional Association standards and practices. CHM has been involved in the current healthcare monitoring program used by the Texas Department of Criminal Justice (TDCJ). Over the past eight years, CHM has worked with the California Attorney General’s Office and the California Department of Corrections and Rehabilitation on multiple medical and mental health service delivery consulting projects. In addition to Texas and California, CHM associates, individually and as a team, have provided correctional healthcare services to the states of Vermont, Rhode Island, Arizona, Illinois, and Michigan.
CHM provides direct clinical management to jails within the state of Texas and healthcare network management services to the Federal Bureau of Prisons. Mr. John Allen, the founder and president of CHM, served at the Vice President and Chief Operating Officer for the University of Texas Medical Branch Correctional Managed Care (UTMB CMC) program from 2000 to 2008. Prior to his role as Chief Operating Officer, Mr. Allen served as Director of Operations and Comptroller for the UTMB system. From 1993-1997 and prior to joining UTMB, he worked directly for the TDCJ when the state was emerging from the Ruiz v. Estelle litigation.
