Mr. John Allen, Dr. Owen Murray, and Dr. Joseph Penn, the leaders of CHM, have over 30 years of correctional healthcare experience managing county, state, and federal prison systems.
Mr. John Allen
Mr. John Allen served as the Vice President and Chief Operating Officer for the University of Texas Medical Branch Correctional Managed Care (UTMB-CMC) system from 2000 to 2008. Prior to that position, he serviced as Director of Resource Management for the Texas Department of Criminal Justice (TDCJ) and had various other senior leadership roles within the UTMB system. Mr. Allen typically leads the organization’s business development activities as well as services as a senior project manager on most engagements.
Dr. Owen Murray
Dr. Owen Murray is a sitting commissioner on the American Correctional Association (ACA) healthcare committee. He is board certified in Family Medicine and is the current Chief Medical Officer at the UTMB-CMC program. Dr. Murray started his correctional career at the Cook County Jail in Chicago, Illinois, in 1991. He has experiences as a direct care provider, regional physician manager, and state-wide physician executive. Dr. Murray has participated in numerous consulting projects in the states of Vermont, California, Illinois, and Arizona. He leads our team’s medical and ancillary services working groups.
Dr. Joseph Penn
Dr. Joseph Penn currently serves as the Chief of Mental Health Services for the UTMB-CMC system. He is a past member of the Board of Directors for the National Commission on Correctonal Healthcare (NCCHC) and is an active member of the ACA. Dr. Penn attended medical school at the University of Texas with residency training at Brown University and a Fellowship in Forensic Psychiatry at Yale University. Dr. Penn has also served as a consultant for multiple state correctional agencies including Kansas, Rhode Island, Vermont and California. Dr. Penn leads our team’s psychiatric and mental health services working groups.
